Mardan Development Authority (MDA) functions under the legal and regulatory framework established by the Government of Khyber Pakhtunkhwa. All planning, development, construction, and administrative activities of MDA are governed by applicable laws, rules, regulations, and approved procedures to ensure transparency, accountability, and orderly urban development.

Governing Laws

The operations and mandate of MDA are primarily governed by:

• Khyber Pakhtunkhwa Development of Cities Act

• Relevant Acts, Ordinances, and Notifications issued by the Government of Khyber Pakhtunkhwa

• Approved Master Plans and Zoning Plans

• Land acquisition and town planning laws applicable in the province

These laws empower MDA to plan, develop, regulate, and manage urban areas within its jurisdiction.
